A medical prescription of medication or care is a medical and legal document. It is established after a medical consultation and discussion between the patient and his physician.

It implies the responsibility of your physician and any prescription must be discussed with him before its creation.

Your physician is not forced to accept creating any prescription that would not be jugged necessary to your health, proportionate or if it is about a class of medication of which he doesn’t have the regular use to prescribe or which he would not have prescribed in that situation.

eg. some pharmacies sale you medication and ask you afterward to validate those medications with a medical prescription.

If thoses medications are not appropriate or necessary, your physician is not forced to accept signing the prescription.
